TraCSS User Agreement & Data Policy

In March 2025, the Traffic Coordination System for Space (TraCSS) released its first official Data and Information Policy and User Agreement. The TraCSS data policy leads the world in openness and transparency, consistent with Space Policy Directive-3, enabling global space safety and the continued growth of commercial space activities.

This webpage hosts the first official TraCSS data policy.

TraCSS will continue to update and improve the policy over time. The Office of Space Commerce welcomes public comment on these documents via email to TraCSS.Commerce@noaa.gov.

Background

  • This policy was developed hand-in-hand with the commercial space industry, through multiple listening sessions and building directly on industry best practices. These listening sessions and past draft versions of these documents are available on the TraCSS Videos, Listening Sessions, and Documents webpage.
  • With extremely limited exceptions, TraCSS data and data from satellite owner/operators will be made publicly available under an open data license (CC0-1.0) through the TraCSS website. Data will be made available free of charge in partnership with commercial cloud providers, leveraging the best technical practices to make data and information available.
  • U.S. leadership in transparency creates new opportunities for international coordination, a critical element of spaceflight safety, as identified in the Global Vision for SSA Coordination.
  • Access to this data supports the growth of the commercial SSA sector, which can use this data and information as building blocks for new products and services.
  • Greater access to SSA data and information supports the research community and enables innovation that can lead to improvements in spaceflight safety and sustainability in the future.
  • This information promotes public awareness of key issues of spaceflight safety.
