OSC Seeks Stakeholder Input on the EU Space Act

On Tuesday, June 24, 2025, the European Commission released draft text of the EU Space Act (EU Space Act – European Commission); and, on Wednesday, June 25, the accompanying Vision for a European Space Economy (Vision for the European Space Economy – European Commission).

Through the feedback form available below, the NOAA Office of Space Commerce and Department of State Office of Space Affairs are collecting U.S. stakeholder perspectives and input regarding the provisions of the EU Space Act. 

Responses to this call for input are purely voluntary; are for informational purposes only; and are requested no later than Wednesday, July 23, 2025.

Proposed/Suggested Questions for Consideration:

  • Does your organization currently do business, or plan to do business, in the European Union market?
  • To what degree are EU member countries target market destinations for export of your goods and services?
  • To what extent are EU member countries (and companies in those countries) part of your supply chain, partnership structure, or in-house production for goods and services that you provide?
  • A stated goal of the EU Space Act is to reduce compliance costs by centralizing the space regulatory body for the entire EU market. Do you feel the proposed structure achieves this goal, or does it increase compliance challenges for you?
  • Which, if any, portions of the EU Space Act would require substantial hardware changes to achieve compliance?
  • Are there any portions of the EU Space Act that would be infeasible/impossible for you to technically achieve? 
  • Do you anticipate that compliance with the proposed rules would impose financial costs on your company? If so, how so?
  • Do you feel that any portions of the EU Space Act are overly prescriptive? Are there specific proposed rules you believe would be difficult or overly burdensome to comply with? If so, which?
  • Understanding that specifics are limited, how challenging do you expect preparing the Life Cycle Analysis and Environmental Footprint assessments to be? Please describe why.
  • Several parts of the EU Space Act would require standards set during implementation. What is your biggest implementation question or concern?
  • Do you anticipate that the proposed rules would impact your ability to compete with European companies for business in Europe?
  • Certain portions of the EUSA set different rules for different types of operators, or for different orbital regimes. Do you believe these are appropriate?
  • Are there any portions of the EU Space Act where your organization is already operating or plans to operate at a higher standard? Please describe.
