Office of Space Commerce Appoints First TraCSS Program Manager
The Office of Space Commerce is pleased to announce that Dmitry Poisik has been appointed as the inaugural Program Manager for the Traffic Coordination System for Space (TraCSS), effective July 1, 2024. Poisik brings extensive experience in program and project management following his 30+ years of distinguished service in the U.S. Navy.
“With an experienced Navy veteran at the helm, we are navigating our TraCSS program toward success as it enters initial operations this fall,” said Rick Spinrad, Ph.D, NOAA administrator.
Poisik joins the TraCSS program as its first Program Manager, after its initial phase of development led by a Chief Engineer.
“Dmitry Poisik brings the right mix of technical, management, and leadership skills and federal acquisition experience to lead our growing TraCSS team,” said Richard DalBello, Director of the Office of Space Commerce. “We are excited to have him on board.”
During his Navy career, Poisik held numerous leadership and engineering management positions, including tours on USS PARCHE, USS OHIO, USS FLORIDA, as well as key roles at Submarine Squadron 19 and Submarine Squadron 21. Most recently, he served as missile systems requirements officer, overseeing the development and delivery of advanced capabilities. Poisik holds a Bachelor of Science in Computer Engineering and an MBA in Finance from Old Dominion University. He is a certified Project Management Professional (PMP).
The Office of Space Commerce is developing TraCSS as a modern, cloud-based IT system that will provide basic space situational awareness (SSA) and space traffic coordination (STC) services to private and civil space operators. Per Space Policy Directive-3, the Office is taking over responsibility from the Department of Defense for the provision of basic SSA data and STC services to commercial and civil space operators.
