TraCSS Listening Session: Proposed User Agreement & Data Sharing Policy

On Tuesday, July 9 at 2:00 pm (EDT), the Office of Space Commerce held a TraCSS listening session on “Proposed User Agreement and Data Sharing Policy”.

The session was an opportunity for stakeholders to provide feedback on a proposed user agreement and components of a data sharing policy for the Department of Commerce (DOC) Traffic Coordination System for Space (TraCSS) to support spaceflight safety and space traffic coordination.

Written Comments & Feedback:

The Office of Space Commerce is accepting written comments on material presented during this listening session through 5:00 pm (EDT), Tuesday, July 23. Comments may be submitted via email to tracss.commerce@noaa.gov.

Examples of feedback for which the Office of Space Commerce is soliciting comment include:

  • Are there ways in which the TraCSS data policy could be improved?
  • Do you see any challenges (from an owner/operator perspective) in implementing this policy?
  • Does this policy help spacecraft operators and others achieve their mission, specifically related to spaceflight safety?
  • For owner/operators, are you likely to opt to share your information (e.g. ephemerides, satellite attributes) openly or keep it restricted to TraCSS registered users, and why?
  • For owner/ operators, what barriers do you see to sharing information (e.g. ephemerides, satellite attributes) openly, if any?
  • How can TraCSS encourage owner/ operators to opt to share information openly?
  • The draft user agreement includes an option for a delayed release of owner/operator submitted data to an open archive. OSC seeks feedback on the TBD fields related to:
    • Time delay for release after receipt of data;
    • All or subset of owner/operator submitted data.

The Traffic Coordination System for Space (TraCSS) listening sessions, hosted by the Department of Commerce’s Office of Space Commerce, are open meetings to provide the public, space operator, and SSA community with the most up-to-date information about TraCSS. These sessions are an opportunity for stakeholders to offer and provide feedback to the Office of Space Commerce.
